I am looking for evaluative research regarding the adoption and implementation of voluntary Environmental Best Management Practices (or Codes of Environmental Management Practices). As one of the first steps to our sm project, we are trying to outline whether there is existing literature out there about the barriers/incentives that exist for groups (industry/local/regional government) conforming and implementing voluntary guidelines for land use planning and environmental protection. Case studies or general theory is welcome.

In my previous post I forgot to mention the work of Su Beran in promoting BMPs on Minnesota farms. You can read a detailed case study of Su's work on the Fostering Sustainable Behavior website. One of the difficulties in promoting Best Management Practices is that a different set of barriers and benefits exist for each BMP that might be promoted. I have worked with the Minnesota Pollution Control Agency in investigating issues related to the implementation of stormwater BMPs at construction sites. We surveyed contractors, engineers and developers, owners and builders and regulators -- as all four groups have a role to play with respect to the implementation of BMPs at these sites.
