Hello! I'm looking for examples of programs that have used community groups or municipality staff (not utilities) to implement low or no cost energy saving measures. Specifically, where the groups went door-to-door and completed installation for the residents, overcoming the challenge that even if you provide a free piece of technology (e.g., a low flow shower head), people often still do not install it themselves. Thank you!
